The absurd level of unemployment in Nigeria came to fore recently, as the National Examination Council (NECO) realised over N40 million from about 80,000 applicants seeking to fill 30 vacancies. The money was realised from the sale of scratch cards the applicants were asked to buy to access the site where details of the posts advertised were written. Investigation by our correspondent revealed that no fewer than 80,000 applicants applied for less than 30 vacant positions in the council and only 26,000 were short listed. It was gathered that each of the scratch card for the short listed candidates cost N500 and only 30 positions were vacant in the test administration department corporate support service department, planning and research, as well as finance department. A source close to the council told our correspondent that instead of the council adopting the other internal mechanism to prune the number of applicants invited for interview based on the result, it decided to use it as a revenue generation mechanism that may not be accounted for. The source said, “Already to make all this money unquestionable by the Ministry of Education, the council like other agencies may engage consultant for the selection aptitude test coming up on the 13th of March in each of the six geo-political zones in Nigeria.†Our correspondent further gathered that most of the vacancies had been filled by candidates of top politicians and the exercise could turn out to be a waste of time and resources for applicants. It was also gathered that vacancy advertisement was both internal and external and already most of the staff of the council that were qualified had been promoted to fill the vacant positions in the promotion exercise conducted recently. Our correspondents who visited NECO headquarters along Western Bye Pass, Minna did not meet the Registrar, Professor Promise Okpara, who was said to be in Abuja attending the council board meeting, attempt to also reach him on phone proved abortive. However, a senior officer who preferred anonymity confirmed that the vacant positions were few. “If you look at it almost all the applicants are qualified, we should have adopted measures that will not waste their time and resources by not even selling the so-called scratch card.†It will be recalled that some of the officials of NECO are being investigated by the Economic and Financial Crimes Commission, EFCC, over alleged financial misconduct and were granted administrative bail late last year.
